Blackban of printing and distribution services by cmSolutions staff

05 March 2004

The NSW Government intends to sell its print and mail service division (cmSolutions - formerly GPS and State Mail Service) and its consumables and specialty products division (Q Stores) to the private sector.

Staff at cmSolutions have resolved to immediately ban various print and mail services as a result of the NSW Government proposal to sell cmSolutions and Q Stores. cmSolutions and Q Stores are business units within the NSW Department of Commerce.

Staff at Q Stores and cmSolutions are members of the Public Service Association of NSW.

cmSolutions staff are opposing this action for various reasons including:

  • Substantial increases in costs to the tax-payer
  • Security - police evidence, court documents, HSC exam paper collection and delivery should be under the control of the government
  • Safety - cmSolutions' drivers collect and distribute mail from schools
  • Cost to NSW tax payer of 300 + public servants placed on the displacement list

Effective immediately the following print and distribution services will cease:

  • NSW Government Gazette and Legislation will no longer be printed or distributed.
  • No delivery of State Transit bus tickets and timetables.
  • No delivery of NSW scratch lottery tickets.
  • No delivery of Police mail (including evidence).
  • No delivery of Courts or Sheriff's Office mail.
  • No delivery of Governor Macquarie Tower, Parliament House and MPs electorate office mail.
  • No delivery of Department of Commerce mail at McKell Building.
  • No delivery of Q Stores mail.
  • No distribution of Public Service Notices.
  • No processing of mail dockets to enable invoicing.
  • No overtime in relation to any of these bans.

Until such time as the NSW Department of Commerce Executives come to cmSolutions' site at Regents Park for round table discussions and agree to:

  • No sale of cmSolutions or Q Stores until a full and complete public audit on the cost of replicating these services is done including an assessment of the probable cost to the NSW taxpayer of having 300 + people on the displacement list.

  • Further, all Section 27s and long-term agency staff to be retained. There will be NO job losses at cmSolutions or Q Stores in the interim.

Bans will continue in force unless management agree to these demands.
