Film And Television Office Flexible Working Hours Agreement

Executive, 25 August 2008, EX95/08

Decision

"That the PSA Executive endorse the content of the NSW Film and Television Office Flexible Working Hours Agreement subject to a ballot of members.

That the 'ballot' for this purpose be a meeting of PSA at the FTO rather than a postal ballot. The FTO is a very small Department and it is possible to have all members present at the meeting."

Report

Currently the staff at the Film & Television Office (FTO) have access to a flex agreement (FWHA) that has not been endorsed or negotiated with the PSA. When the FTO Joint Consultative Committee was established it was agreed that a new FWHA was necessary.

The main features of the FTO FWHA are:

  • Settlement Period: 4 weeks
  • Flex Days: Up to 23 days per year, which can be taken as 1 day every Settlement Period or 2 block flex periods of up to 5 days. An additional ½ day may be taken on the Thursday preceding Good Friday, subject to FTO convenience.
  • Block Flex Leave: Two periods of 3 - 5 days per year at the Officers discretion and FTO convenience.
  • Credit Hours: Up to 56 hours
  • Debit Hours: Up to 14 Hours
  • Bandwidth: 7:00am - 7:00pm
  • Core Time: 10:00am - 3:00pm
  • Make Up Time: This allows absence from work during core time without taking leave and agreeing to make up the time as soon as possible.
  • Rounding: Time is recorded to the nearest 15 minutes.

This agreement provides flexibility in working hours for staff to effectively manage work commitments and provide the opportunity to find an appropriate balance between work and family life. It is the intent of the parties to the agreement to:

  • Work co-operatively to ensure that successful implementation of all the provisions of the agreement
  • Be committed to fostering flexible working arrangements for the benefit of Staff
  • To ensure that the provisions of the new agreement are implemented and managed equitably
