RTA Flexible Working HoursExecutive, 31 March 2008, EX32/08
"That the PSA Executive endorse the RTA DC's recommendation viz the PSA seeking legal advice as to the prospects of running a Section 17 variation of the CE RTA Salaried Staff Conditions Award should the RTA be unwilling to modernise the existing Flexible Working Hours arrangements".
The PSA and APESMA logged a draft agreement with the RTA in December 2007 to seek to modify existing arrangements for members employed mainly in professional, technical and administrative and clerical positions within the Authority. Most other classifications such as motor registry, Works office, Inspectors, Traffic Control/management and Call centre staff their arrangements prescribed in either the RTA salaried staff conditions award or other Industrial agreements. At the January 2008 Salaried staff Unions JCC the RTA indicated it was happy to discuss the issues raised. However it will not budge on the issue of affected members accumulating additional hours outside the current arrangements. The affected members basically only have access to one flex day per month and can only take additional hours accrued by approval. The RTA will write to the Unions in response to the draft agreement. This was reported to the 11 march 2008 RTA departmental committee. The RTA DC resolved that if the RTA is unwilling to modernise the existing Flexible Working Hours arrangements in question, then the PSA seek legal advice as to the prospects of running a section 17 variation of the Crown Employees RTA Salaried staff conditions award to update clause 2 Hours of Duty to include the ability to accumulate and take additional hours accrued outside the current four week settlement period.
