SAS Staff News, 13 May 2008

13 May 2008

schools @ psa.asn.au

The PSA has set up a new email address for SAS Staff to contact us. If you want to give the PSA feedback on any time in this newsletter or have a general inquiry please contact us on schools@psa.asn.au

ERN - Enrolment and Registration Number

Members have raised many and varied complaints with the PSA about this new system. In discussions with the Director General and the Minister, the PSA President Sue Walsh, General Secretary John Cahill and Schools Industrial Officer Kate Walenkamp raised the concerns and problems that members have experienced with the system and the inadequacy of the training provided by DET. The DET were well warned before the introduction of ERN by the PSA representatives on the committee of the problems they would experience. However they assured us that the implementation of ERN would be "smooth".

If you are having problems can you please log your concerns with the DET's HELP DESK and forward a copy to the Schools email address.

If the use of ERN is causing you additional workload please inform the PSA on schools@psa.asn.au . After the system has been working for a couple of months the PSA will do a workload survey of our members so please keep note of any additional work this system causes. It is vital that you register all your issues with the HELPDESK so the DET has a record of the type of problems and the number of schools experiencing problems.

Wage Case 2008

The PSA was advised by the State Government that they wanted to exclude SAS Staff from the negotiations and deal with their increases separately. Don't think for one minute this is because they want to give SAS Staff more than the 2.5% they are offering the rest of the Public Service. The PSA has totally rejected this proposed exclusion of SAS Staff from the wage increase negotiations.

School Administrative and Support Staff are in the Crown Employees (Salaries) Award. If the Government wants to exclude our members from the wage rise, they will have to argue why before the Industrial Relations Commission.

The PSA will strongly defend our members remaining in the award - this divide and conquer strategy will not be accepted by the PSA.

On Friday May 2 the PSA wage case team delivered to the Registrar of the NSW Industrial Commission approximately one hundred thousand pages (100,000) relating to our productivity wage claim. The documents covered statements from over forty-seven witnesses from twelve NSW Government Departments, including DET, (with SAS Staff included) and statements from three expert witnesses. The NSW Commission has set aside dates in September/October to hear the wage claim case unless of course the State Government comes to its senses recognises the merit of our claim and agrees to a decent wage increase!!

Preschools

The PSA has had discussions with the DET about preschool accreditation. The DET advised that this process and the regular checks (by DOCS staff) should not cause any additional work for SAS Staff or impact on the employment of Teachers Aide (Pre-School) and other SAS Staff. Should you find that the consequences of accreditation are causing extra work please inform your local PSA delegate or organiser.

ATTENTION - Very Important Information Casual Staff

If you are employed for ten weeks or more you should be placed onto the supply payroll. With ten or more weeks employment you are considered to be a long term temporary employee and are therefore entitled to accumulate sick leave, FACS leave and extended (long service) leave.

Permanent part-time staff

If you work any additional casual hours on a regular basis you need to ensure you are on the supply payroll (LTT) to accumulate Sick, FACS and extended leave for those extra hours worked.

Smartbuy

As you are aware, the PSA supported members who chose not to use SMARTBUY until it was fully integrated with OASIS Thin Client. DET has now advised the PSA and schools that SMARTBUY is linked to OASIS Thin Client, via Smartlink interface. This automates the process of uploading data to OASIS and eliminates the need to re-enter data.

The PSA had member representatives involved in testing the system and their feedback is positive. The department assures us they will be offering training throughout 2008.

PSA Work Bans

Some members have phoned and asked why the PSA didn't ban the new ERN system. The work associated with the ERN system is work that is performed by SAS staff, however, we have made DET well aware of our concerns in relation to the excess workload the implementation of this system has caused our members and have also made DET aware of the inadequacy of the training provided to some staff.

The work bans that we currently have in place eg FM Web, Cash Flow Budgeting etc are in place because the work associated with these bans should not be performed by Support Staff! If all our members abide by the decisions of their elected reps and apply these bans then the issues we take to DET on behalf of existing members and incidentally the NON MEMBERS, are more effective.

Attention : Teachers Aides & Aboriginal Education Assistants - Suggested name changes

Since "Adam was a boy" Teachers Aides and Aboriginal Education Assistants have been seeking a change of names.

Teachers Aides: The DET has finally suggested School Learning Support Officer. This name was suggested by your Union some time ago to the DET and they have now agreed that it is acceptable.

Aboriginal Education Assistants: The DET has now agreed to a change of name to Aboriginal Education Officer. Again this name change was suggested by the PSA.

Before we contact the DET we would like to hear from members who are currently Teachers Aides and Aboriginal Education Assistants who would like to comment either in favour or against the name changes. Please contact us on schools@psa.asn.au.
