Juvenile Justice over-crowding08 February 2008Please be advised that the Union is seeking an urgent meeting with the Minister for Juvenile Justice due to the over-crowding issue of detainees in Centres. The Union is concerned for the occupational health and safety of our members and accordingly we are directing our members to place a cap on admissions from 12 midnight Monday, 11th February 2008 as follows:
With the exception of Cobham and Juniperina JJC all other centres are advised only to use the holding rooms in admissions for housing the additional detainees for 24 hour periods. Accordingly, you are advised to negotiate additional staffing. At Cobham and Juniperina JJC an additional unit should be opened to accommodate the extra detainees and staffed on the COCQOG model. The members are directed not to double up detainees in cells (single cell =1 detainee, double cell = 2 detainees). Members are also advised not to accommodate detainees in areas of the Centre that have not been purpose built and do not meet the safety requirements of the Deaths in Custody Review.
