Rat News No 102

20 October 2006

Motor Registries

The PSA has secured agreement from the RTA in that it will:-
  1. Create a Motor Registry Relief pool for Sydney and Non-Metropolitan regions. This follows ongoing agitation by the PSA to address staffing problems due to continual difficulty to cover leave absences. The RTA also wishes to utilise the pool to provide greater access for staff to training and development during business hours.
  2. Conduct Risk Assessments of one person Motor Registry operations to address OH&S concerns raised by the PSA.

The RTA advised at the 6 December 2006 Steering Committee meeting that it would write to the PSA with details as to the operation of these proposals for the union's consideration.

Newcastle Call Centre

The RTA advised the PSA on 6 December 2006 that it proposes to offer permanent part-time staff the opportunity to apply via an Expression of Interest (EOI) process appointment to full-time permanent employment at the call centre. It also wishes to introduce a new shift roster during March/April 2007.

The RTA wrote to the PSA with some detail of the proposal on 20 December 2006. The RTA has issued the EOI request to call centre staff requesting applications be submitted by 22 December 2006.

However, no actual number of vacancies has been identified by the RTA. The PSA has requested to meet with the RTA in January to finalise the details of working arrangements for the Call Centre prior to the appointment of staff. The PSA advises members to submit an EOI if interested.

Members will be advised of final arrangements as soon as possible.

Inspectors Vehicle Regulation

The first meeting between PSA IVR Advisory group delegates and RTA management occurred on 3 November 2006. The parties discussed a number of issues related to ongoing state-wide consultation between the parties, operational rosters, travel time issues and a number of OH&S matters.

The PSA is pleased that RTA Vehicle Regs senior management is committed to ongoing consultation at this level as announced in a recent staff brief.

IVR Advisory Group delegates will teleconference in late January prior to the next meeting with the RTA in February 2007.

Dispute PSA RTA Motor Vehicle Exhaust particulate monitoring

The NSW IRC will hear the arbitration of this case on dates set down in February and March 2007. A number of inspections have been ordered to deal with OH&S issues raised by the PSA in relation to constant exposure to Motor Vehicle Exhaust by Road Survey Field staff. Flexible Working Hours Following a meeting with salaried staff unions on 4 December 2006 the RTA has agreed to consider varying current flex time arrangements for affected staff. This may see the banking of flex days, taking of accrued days in another period or with other leave subject to mutual agreement. Changes to current core hours will be considered.

The PSA and APESMA agreed to draft a revised proposal for delegates' consideration prior to a further meeting in late January 2007.

A final draft proposal will be circulated for members' consideration prior to final agreement.

Finally Seasons greetings to all members from the Industrial staff at the PSA. May you all have a Happy Xmas and a more prosperous 2007.

Stronger Together!
