Parliament – resolutions of 14 November

Dear PSA Members

This bulletin outlines the resolutions passed at the General Meeting held in the Theatrette on Tuesday, 14 November 2006, and lists the Work Bans currently in place at Parliament House.

Resolutions

The resolutions passed at the PSA Parliament House Workplace Group General Meeting on 14 November 2006 are as follows:

Resolution 1

Where a possible conflict of interest arises in the course of negotiations, members of the PSA negotiations team should declare their interest before participating in direct negotiations with Parliament House management.

Resolution 2

That:
  1. The following bans be lifted:
    • ban on room set-ups on Sitting Days
    • ban on the issuing of network access to temporary Sitting Day electorate staff of MPs, and on the provision of ITS support and training for these staff on Sitting Days, and

  2. As negotiations are ongoing in a number of areas, and in order to ensure that management acts in good faith, the following bans remain in place until further notice:
  • E-Clips and 'room service' to Members and their staff from the Library
  • Reduced cleaning services to Members' offices
  • Ban on facilitation of interstate and overseas travel for parliamentary committees, including accompanying delegations.

Resolution 3

The Parliament House Workplace Group extends thanks to Chris Papadopoulos and Stefan Petkov for their hard work in advancing the interests of our members at Parliament House.

Resolution 4

That vacancies on the Workplace Group Committee be filled at the next Annual General Meeting of the PSA Parliament House Workplace Group.

Resolution 5

This meeting acknowledges that the most important outcome of the campaign is to protect the working conditions and job security of staff remaining at Parliament House and to ensure that any changes do not result in excessive workloads or unfair conditions for our members. For this reason, this meeting endorses the continuation of the Work to Rule ban and the ban on performing the work of positions left vacant as a result of the staff freeze until agreement has been reached on all proposals, and until the changes have been fully implemented.

This meeting acknowledges that the success of this outcome depends on good-faith negotiations from all levels of management in Parliament House. Further industrial action will be taken if any level of management:

  • fails to consult with the PSA and members in good faith
  • attempts to implement proposals without PSA agreement
  • does not meet previously agreed deadlines to produce proposals or implement agreed proposals without prior consultation with the PSA.

Resolution 6

This meeting acknowledges the work done by the PSA Workplace Group Committee and those committee members and PSA representatives in negotiating with the Treasurer. This meeting acknowledges the outcome achieved as being that the Treasurer has directed Treasury to re-examine the $671,000 2005/06 budget shortfall figure against past supplementation to calculate how much of that overspend resulted from efficiency savings being applied to the entire Parliament Budget. This result is consistent with the principle the Treasurer is now applying, ie that the 1% efficiency savings only apply to that part of the budget which Parliament controls.

This meeting directs the committee to immediately inform all PSA Parliament House members of the outcome of the Treasurer's reexamination of the 2005/06 budget shortfall figure.

Work Bans The following work bans are currently in place for PSA members at Parliament House until further notice:

  1. Work to Rule
  2. Ban on undertaking the duties of positions not filled due to the staff freeze
  3. Ban on e-Clips and 'room service' to Members and their staff from the Library
  4. Reduced cleaning services to Members' offices
  5. Ban on facilitation of interstate and overseas travel for parliamentary committees, including accompanying delegations
  6. Ban on provision of services to Members' dining area.
