Update of Parliament Campaign & Negotiations19 October 2006Legislative Assembly Committees and Department of Legislative CouncilAfter extensive consultation and negotiation PSA members in the Legislative Assembly and the Legislative Council Committees have voted to endorse the restructure proposal and management will begin implementing the restructure proposal.
Food and Beverage ServicesPSA members in Food and Beverage Services recently voted and agreed to transitional arrangements which reflect the status quo. This led to those staff who expressed an interest in a voluntary redundancy being offered a package. No agreement has been reached on the ongoing arrangements.LibraryThe proposal for the library restructure has been received by the PSA. PSA members have raised a number of concerns.In particular members were concerned with the fact that clerical officer positions had been exclusively identified for deletion. Furthermore, the proposal lacked the necessary information required for effective consultation. Building Services - Stores and Purchasing ProposalThe PSA had numerous concerns with the Stores and Purchasing proposal submitted by management. In particular the proposal lacked the detail and planning of other proposals. Parliament House Management have agreed to to go back to the drawing board with senior Parliament House Managers directly involved in the development of the proposal. The development process will include direct input from PSA members in Stores and Purchasing.Building Services - CleaningCleaning Services has undergone many changes lately including the implementation of the new cleaning plan. During the trial of the new cleaning plan many problems were raised and the PSA was concerned that any restructure in this department would further exacerbate problems if staff's issues and concerns weren't addressed. As a result, management have agreed that PSA members directly elected from the cleaning staff would be involved in the negotiations for their area.Building Services - Laundry ServicesManagement have proposed to abolish the laundry services. There is no agreement to this proposal. PSA has concerns that this proposal may impact on the workload of other departments such as Food and Beverage Services.Security ServicesNo proposal has been submitted to the PSA. The PSA and Parliament had reached agreement on the most recent security review which delivered an increase in conditions for security staff and a commitment to retain security services in-house. However, this agreement is now itself a subject of review as Parliament have been subjected to a further external review of their security services.Budget ShortfallThe PSA had approached MPs to lobby the Treasurer to fund the $496 000 Budget Shortfall from 2005/06. However Mr Costa has refused to change his position.This is particularly unfair given that any projected increases and budget shortfalls funded in the past by Treasury have always been eroded by the global savings target. This is because calculations for the global savings figure were based on the entirety of the Parliament's budget including the MPs' programs component. As Parliament has no control over the expenditure of the MPs' program, the global savings applicable to the MPs' program component had to be found from the considerably smaller staffing and operational budget. The PSA has written to the Treasurer Michael Costa seeking a meeting to discuss this matter.
