Investigation into New England TAFE restructure
27 January 2005
The PSA made a complaint to the Director General of DET that recruitment processes used in the recent restructure have severely disadvantaged New England Institute employees. As examples we cited composition of selection panels, documentation of processes and the application and interview process undertaken for priority assessments. The Association said that the process to date had led to unfavourable outcomes for many staff.
The PSA asked for:
- An independent investigation into the procedures for recruitment associated with the New England restructure.
- PSA involvement in the terms of reference and methodology of the investigation.
- A halt to external advertising of positions under Phase 9.
We received a prompt response. The Department has agreed in writing to:
- Engage the services of an external organisation, the Internal Audit Bureau (IAB) to conduct the investigation.
- Provide the PSA with draft terms of reference for the IAB investigation and will ensure that the PSA has the opportunity to make submissions to the IAB.
- New England Institute will not halt the advertising. However no recruitment action will be taken for the advertised positions until the IAB investigation is completed.
Members are advised if there are still decisions which they wish to appeal to DET or about which they wish to make a complaint that they should take the appropriate individual action.
The PSA is optimistic that members' morale will be boosted by the agreement to an external investigation.
