SAS Staff Review – DET ‘Without Prejudice’ offer

NOTE: This is a re-typed copy of the Department's basic offer. Some loose ends were clarified since receipt. They are covered in the Sky Channel speeches. The document was circulated to all schools shortly before the Sky Channel meetings

The Department is prepared to make the following package offer to conclude the review.

  1. A new career structure is to be introduced for school assistants and senior school assistants as part of a new Crown Employees (School Administrative and Support Staff) Award (SAS Staff Award) to take effect from 1 July 2004 for a period of three years.

  2. The Award will include "no extra claims" and "no industrial action" provisions. The Award may only be varied during its nominal term by agreement or to incorporate relevant test case provisions determined by the NSW IRC.

  3. An additional $17 million would be allocated in 2004/05 to implement the following structure for school assistants and senior school assistants in recognition of the value of the work currently performed.

  4. SAS Staff will continue to work flexibly in relation to their duties but will not be required to perform additional worksite supervisory functions as envisaged by the SAS Staff Review.

  5. Existing staff would translate to the new structure from the first pay period on or after 1 July 2004 as follows.

  6. Salary rates for the new classifications will be aligned to the equivalent grades from the Crown Employees (Public Sector - Salaries January 2002) Award.

    Any increases in these award rates will apply to school assistants and senior school assistants during the term of the new SAS Staff Award.

  7. In 2005/06, an additional $8 million (on top of the $17 million) will be allocated to engage additional staff, predominantly in Grade 1 positions.

  8. The additional staffing resources allocated in 2003 and continued in 2004 to recognise workload issues in all schools pending the outcome of the SAS Staff Review will continue and the necessary adjustments to the staffing establishment formula will be effected.

  9. The "once-off" relief funding for SAS Staff provided to schools to assist with workload issues associated with the GST will continue.

  10. An Award Restructuring Implementation Committee consisting of three representatives each from DET and the PSA will be established to facilitate consultation on the implementation of the package.
