Hunter TAFE Institute News, February 19 200420 February 2004Proposed local reformsAfter almost three days of consulting with members on Hunter Institute campuses, a meeting was held between local delegates, PSA industrial staff and Hunter Institute management on Thursday 12 February 2004. The primary issue canvassed was the justifications for the Corporate Services Restructure being handled in a manner that effects campus staff jobs in a away which is unlike any other Institute across the State. Hunter Institute management claimed that these decision were imposed upon them from DET and agreed that Hunter Institute has born a greater impact than any other.With respect to the deletion of functions and consequently jobs from campuses, management indicated that these roles will now be adopted by the new Regional Corporate Services Centre at Newcastle. Management propose there will be at least ten jobs in this centre handling the functions (EC's and accounts) that were removed from campuses. Management were eager for the PSA to agree to this new structure so that these new jobs could be advertised at the same time as all jobs in the State so that present occupants would not be disadvantaged. Notwithstanding these issues, the PSA has serious concerns with regard to the new structure and intends to pursue these with management, including regional impacts and the security of the new jobs given other reviews that are to be undertaken. At this point in time these concerns have not been adequately addressed in a manner that would allow the PSA to agree to the new structure. Negotiations are continuing between management and the PSA. Temporary transfersThe pressing issue for Hunter Institute members was the forced transfers to the new Corporate Services positions that have occurred in the last two weeks. Management claimed that as the duties had already been transferred, the staff had to follow.Management were advised that members felt they were being placed at disadvantage when it came to applying for their campus positions if they were not currently in them. Management denied this would be a consideration for the convenors. It was agreed that the temporary transfers could continue where staff elected they would like it to occur for a developmental opportunity, bearing in mind it may provide them with an insight for the upcoming Corporate Services positions. Management will ask for staff to volunteer for these temporary positions in the coming days. Should they not be filled by staff electing to be temporarily transferred, it is the PSA's position that more negotiations will have to take place. Campus Clerical Officer positionsOne of the overwhelming concerns raised by members regarding the new structure is the creation of CO½ positions in the Student Administration areas of several campuses.Management claim to have designed a position description for these roles and had it graded independently. The Premier's Department requires that employees or employee representatives are to be involved in this evaluation but we were excluded. In the PSA's opinion the failure to permit involvement in this process in the first instance makes these grading evaluations void and requiring re-examination. This position appears to have been supported by the ruling of the Industrial Relations Commission this week and will be raised with management. OtherKurri Kurri - Management have advised that the Conference Centre will not be one of the Campus staff's duties (it currently is) and hence the lower staffing levels. 'One-out' positions - The PSA has insisted and appears to have agreement with management that these must be a Clerk ½ to maintain cashier services. Management have indicated that where there is only one person in Student Administration, flexible arrangements are to be negotiated with local Campus management regarding opening hours so that staff may take their entitled leave. Letters - Some members have indicated they believed they received a second letter from the Institute, not DET. Management have denied this is the case but conceded that some letters were 're-enveloped' locally due to errors. Team leaders - Management stated that these positions were not directly appointed as they believed the duties had increased and changed. If this is the case, the PSA believes they should be considered for regrading when finalised. Further meetings - PSA staff and delegates are set to meet again regarding these outstanding issues with HI management on Thursday 19/02 2004.Stay involved!Should you have any new concerns or information arising regarding any of these issues that may be useful in future negotiations with management, raise it with your local delegate/contact person below so that it may be forwarded on to the PSA.
