SUPPLEMENTARY INFORMATION ON TAFE STUDENT ENROLMENTS

Following a TAFE Advisory Group meeting yesterday the PSA is issuing a further newsletter to clarify the Industrial Relations Commission directions on Friday.

During the proceedings and other conferences held during the dispute, TAFE developed a new extra enrolment receipt. TAFE altered its procedures to recognise this receipt, which is to be given to the student

The procedures mean that the student will have a student copy of the enrolment form signed by the appropriate teacher and will have a new enrolment receipt for 2004. This receipt will have been fully completed by the time the student arrives at the cashier window. The direction of the Industrial Relations Commission of New South Wales means that cashiers role will be:

  1. The student arrives at the window and gives the cashier the student copy of the enrolment form and the fully completed 2004 enrolment receipt.

  2. The cashier will process the student enrolment form in line with long standing procedures and put this form through the cash register.

  3. The fully completed enrolment receipt will be stamped and initialised by the cashier in the box "staff use only".

  4. DET is directed by the IRC to provide all the extra resources and information necessary to ensure that this enrolment receipt is completed before the student arrives at the cashier window, and that no PSA member is directed to fill these forms.

  5. If the enrolment receipt is not completed when the student arrives then the student should be directed to the Senior College Officer. It is not the cashier's responsibility to fill in this receipt or check the receipt is correct.

No PSA members can be directed to undertake any of the extra actions or to carry out any procedure to ensure those forms are completed. TAFE is to provide extra outside staffing to ensure this occurs.

TAFE and the Industrial Relation Commission made it clear PSA members are not to be held responsible for any mistakes arising from this procedure. TAFE bears the full responsibility.

The PSA has held discussions with the Teachers Federation who recognise that the action being undertaken puts the PSA members in an untenable situation. They recognise the PSA have to follow the direction of the IRC and both unions will work to ensure that our members work together and understand each others positions.
