DADHC's new framework & other matters14 February 2003Corporate and Regional FrameworkDiscussions are proceeding with the Department on the new corporate and regional framework. A Joint Consultative Committee was convened on 31 January 2003 with PSA delegates from Disability Services, Home Care, and the Policy and Planning Directorate.Recruitment of Regional Manager PositionsThe Department has put out an internal Expression of Interest (EOI) for various Regional Manager positions on 10 February 2003. These positions are graded at Senior Officer 1 level.The Association objected strongly as there were many industrial issues still unresolved in relation to the proposed management structure. The Association was also concerned that the recruitment of the new Regional Managers would displace the current managers employed in SO1, Grade 11 and Grade 10 positions. The PSA lodged a dispute in the Industrial Relations Commission (IRC) to try to have the recruitment process deferred until there were further discussions on the rest of the structure. The dispute was conciliated in the IRC on 13 February 2003 before Her Honour Justice Schmidt. During the conciliation, the Department tabled a letter it had written to the PSA addressing matters which the PSA raised at the Joint Consultative Committee. The issues will be subject to future consultation. (A copy of that letter was mailed to members.) In relation to the recruitment of the Regional Manager positions, the Department has agreed that no current Grade 11 or Grade 10 managers will be displaced and they will continue to work in accordance with their current duties until a new management structure for that level is in place. The only positions which become displaced are those of the current Directors Disability who are on Senior Officer Grade 1 and they will be redeployed on grade to the new Regional Manager positions. The positions of Senior Practitioner, Manager Clinical Practice, Manager Accommodation, Manager Respite, Manager CST, Manager Day Programmes, Manager Disabilities will not be affected. The Department has stated that if a current Grade 11 or Grade 10 Officer is successful in the EOI process for the new Regional Manager positions, then interim arrangements will be put in place to manage the resultant supervision gap. This undertaking from the Department, together with the letter proposing a way forward, was agreed to between the parties in the conciliation process. A report back in the IRC has been set for 12 May 2003. Where to from here?The Department and the PSA will be discussing the proposed structure, in particular, all matters which are detailed in the letter.The consultation will involve working parties looking at Accommodation and Respite, CST and Day Programmes. PSA delegates will participate on the working parties. The results from the consultations will be put to the State Joint Consultative Committee on 2 May. The progress will be reported to the PSA?s Departmental Committee on 7 May for its consideration. Meetings with membersPSA Organisers have been holding workplace group meetings to update members in these matters and get feedback on the issue.We are also establishing advisory groups for members in CSTs, Day Programmes and for members employed in management positions.
CE DADHC Community living an Residential (State) AwardThe Association is still awaiting the final draft of the new Award, which was endorsed by members late last year, to be sent to the PSA. A number of drafting amendments have been made. When we receive this, it will be put to the PSA?s Executive for approval and lodged in the Industrial Relations Commission. DADHC Flexible Working Hours AgreementThe Department and the PSA have commenced negotiations on a Flexible Working Hours Agreement to apply to all staff across the whole Department for both 35 and 38 hour week workers. It will not apply to shift-workers who are on a rostered day off system.Departmental Committee vacancyA vacancy exists on the Disability Services Departmental Committee for a delegate from the Northern Area.The Departmental Committee can fill temporary vacancies until the next elections, and, at its last meeting, requested that any member who was interested in filling this role to send a nomination to the Secretary of the Departmental Committee.
